From my experience, they become available after the mission on Menae, at the Normandy's terminal in the shuttle bay. The last two times I did this, I went to the Citadel after this mission, bought everything there was to buy at Kanala Exports kiosk. Then aboard the Normandy, at the terminal in the shuttle bay, Kanala Exports stock is refreshed, and HK arms are available. It's probably a bug, but I don't recall if there is any other way to get them. Mitranim

Can someone help clear this up for me, please? I've had all the stores sold out except for a few armorsuits, like the Collector suit, and stuff, and I bought most of them. Kanala's been sold out for a very long time. Now I'm on my New Game+ and I'm on the Genophage missions and I Still can't find the Hahne-Kedar arms at all. Help?? ~Grey

I just checked it again, by loading one of my old savegames from Menae. As I said previously, the HK gauntlets will appear on Kanala Exports after you have completed the mission on Menae, but they won't be there right away when coming to the Citadel. Instead, they will appear after completing one full assignment on the Citadel (Citadel:Hanar Diplomat worked for me), or returning to the Normandy and using the Requisition terminal. Mitranim

I can confirm what Mitranim says. I know of four weapon 6000 credit weapon mods that only appear after Priority: Thessia. The Rosenkov Greaves also appear only after Priority: The Citadel II. This means that some items will only unlock after certain Priority missions, Menae being the first and foremost, followed by Tuchanka, Rannoch, and Thessia. It's likely a gameplay mechanic to keep you from blowing all of your credits in one sitting. RShepard227 (talk)

I've finally gotten to the bottom of it and solved the riddle!! After Menae, go to the Citadel and check Kanala, and it won't be there. Go complete the Hanar Diplomat assignment and you MUST stop the upload and LET THE SALARIAN DIE!! I have a thing against jellyfish, so I ALWAYS choose the renegade interrupt and save his life, and let the Hanar homeworld get destroyed. And I never ever got the HK arms. This time I let the dude die and stopped the upload and when I went back to the Normandy, lo and behold, Kanala was restocked, and my HK arms were finally available (along with the smg barrel I hadn't yet maxed). I guess it makes sense that the Hanar planet affects the Hanar store's stocks, but I think that's a bit tricky just to unlock a piece of armor. Anyway, apparently that's a requirement. Who knew?
